This congressman is speaking out about threats he received were he to have voted "no" on the bailout bill. Apparently there were threats that martial law would be imposed if the financial crisis gets worse:

Yes, I saw that. They're just itching to tip this country completely over the edge into totalitarianism. They've been itching for it ever since they started stealing our votes and Dubya was appointed president by the Supreme Court.

In fact, Bruce Fein was on Thom Hartmann's show today talking about this subject and his new book, Constitutional Peril: The Life and Death Struggle for Our Constitution and Democracy, and it's terrifying what Bush/Cheney/Rove and Co have done to this country in 8 years. And it may not be repaired no matter who gets to be the next president.
