What's socially acceptable normative behaviour? I think the government is totally perplexed with people having sex because they haven't figured out a way to tax people whenever they have sex. They slap on a tax on everything else, so why shouldn't there be a sex tax? LOL. As for the religous stance on sex: you can't reason with unreasonable people.
